Amendment 59 stirs talk of taxes, schools

Amendment 59 would require the state to take 10% of any excess revenue and hold it in a savings account each year. The account would provide a buffer against recession and could only be accessed with congressional approval. This would repeal Amendment 23, passed in 2000, which requires that state spending on education increase every year. It would also remove constraints on the state budget created by the TABOR Amendment that requires all surpluses be refunded to taxpayers.
