Setback for Philadelphia schools plan

Six years after turning 38 schools over to private control, the state commission overseeing Philadelphia's schools decided to take back control of six schools and gave 20 others one year to show improvement. Four of the six schools returning to public control were run by Edison Schools. The private management firms operating the schools dispute some of the claims that students in their schools have not shown improvement and argue that the criteria against which they are being judged have not been disclosed.
